While she would be justified in flipping out on him about that, Clare was born and spent her young childhood in a city even as a Koori, and then grew up in Boston. She'd be aware of course that people were here before the prisoners came, but I'm not sure she'd connect "inhabited" and "People are out there" vigorously. But it does need work, I'll do another pass at it.
