I was thinking it's a matter of bending, the carriage being low to the ground and him having to bend backwards to get in, but I suspect possibly he could climb forward in. I'll have to take another look at that section.

I've added Ellis making a remark about Bell flattering Jack, to add a little more of a hint to the "he doesn't care about Jack, just needs him for veracity" idea.
