From my own limited experiences with the NFP world, it's absolutely true. But too many female characters is an excellent problem to have, in my opinion. Making Ian the receptionist is just (tasty, hilarious) gravy at this point.
The other thing that might be helpful with characters is striking a balance between their job qualities and their personalities or hobbies. The only reason I remember that John's job involved writing is because at one point Sparks called him a Future Bestselling Novelist. Also, I remember Sarah more for making the interns cry than for any actual work she did.
