Colin's doing it for Noel -- Noel wants to serve out his penance, and the pain he feels while tattooing Colin is part of that. If he knows that someone who cares about him is the one getting tattooed, I think for Noel that's a bit of a relief. Plus there's a certain intimacy to it, yeah.
